The 1930s begin, and Harlem's underworld is under the control of Elisabeth 'Queenie' St. Clair, a Martinican immigrant who has built an exclusively African-American criminal empire based on illegal lottery operations—a business the Mafia wants to seize. War has been declared, and Harlem will be the battleground.
